This guide is intended to give a general overview of Sacramento County Departments and Agencies. The County is responsible for providing municipal services, including law enforcement, to the unincorporated areas within the County boundaries. As agents of the State, Sacramento County is also responsible for administering many of the State’s health, welfare and criminal justice programs. Agricultural Commissioner & Weights and Measures - (916) 875-6603 The Agricultural Division monitors pest conditions and pesticide compliance, inspects plant products for export, collects and reports crop and livestock, statistics, manages controlled burns of crops, and inspects agricultural facilities. The Weights and Measures Division inspects and monitors accuracy of commercial weighing and measuring devices including gasoline dispenser nozzles. Air Quality Management District - (916) 874-4800 The Sacramento Metropolitan Air Quality Management District (AQMD) works with local, state and federal government agencies, the business community, and private citizens to achieve and maintain healthy air quality for Sacramento County. Airports (Sacramento County Airport System) - (916) 874-0719 The County Airport System includes three regional airport facilities. Sacramento International Airport offers full-service passenger services. Mather Airport primarily provides air cargo services, and Sacramento Executive serves general aviation. Alcohol and Drug Services - (916) 875-2050 Alcohol and Drug Services promote a healthy community and seeks to reduce the harmful effects associated with alcohol and drug use, while remaining responsive to and reflective of the diversity among individuals, families, and communities. Alcohol and Drug Services is a division of the Department of Health and Human Services. Animal Care and Regulation - (916) 875-5232 Animal Care operates the County Animal Shelter, issues dog and cat licenses and offers spayed and neutered dogs and cats for adoption. They also pick up all stray, injured or dead animals and provide low cost rabies vaccinations. Assessor - (916) 875-0700 The office, under direction of the elected Assessor, is responsible for locating and identifying the owner of all taxable Real and Personal Property located within Sacramento County and assessing the property’s value in accordance with the law. Auditor-Controller - (916) 874-7422 The Auditor-Controller is part of the Department of Finance. The Auditor-Controller’s division provides fiscal services and independently reports valid financial information to the general public, County departments and other governmental entities.
Board of Supervisors - (916) 874-5411 The Board of Supervisors is the elected governing body of the County of Sacramento. There are five Board members and each represents one of five Districts. The Board adopts the annual budget, adopts ordinances, approves contracts, determines land use zoning for the unincorporated area, appoints certain County officials and appoints members to various boards and commissions. Budget and Debt Management - (916) 874-5833 The Budget and Debt Management Office monitors the County’s budget throughout the fiscal year and manages the County’s General Fund cash-flow. Building Inspection - (916) 875-5296 Building Inspection issues building permits, reviews plans, assists with site development and inspects building and construction projects. Business Licensing - (916) 874-6644 The Business Licensing Unit is part of the Tax Collection and Licensing Division of the Department of Finance. The Business Licensing Unit provides business licenses in the unincorporated area of the County of Sacramento, and Fictitious Business Name filings for the entire County.
Cable TV Commission - (916) 874-6661 The Sacramento Metropolitan Cable Television Commission is a joint powers agency representing six member jurisdictions: the County of Sacramento, City of Sacramento, City of Folsom, City of Galt, City of Citrus Heights, and City of Elk Grove. The Commission exists to: administer cable television franchise and licenses in Sacramento County; assist consumers in resolving their cable and non-cable video concerns; monitor community programming and grantee funding; and operate the local government cable channel, Metro Cable. Child Protective Services - (916) 875-0189 Child Protective Services (CPS) provide child protection and child abuse prevention while strengthening families, providing permanent homes, and building community partnerships. Child Protective Services is a division of the Department of Health and Human Services. Child Support Services - (916) 875-7400 The primary purpose of the Sacramento County Department of Child Support Services is to collect child support payments for custodial parents. Various activities are undertaken to achieve this objective including; locating absent parents, establishing parentage, obtaining court ordered child support awards including medical insurance, and collecting payments pursuant to the award. Services are available to both assisted and un-assisted families. Services are available to all parents and children. Civil Service Commission - (916) 874-5586 The Civil Service Commission is a Charter mandated component of Sacramento County government. Established in Article XVI of the Charter approved by the citizens of Sacramento County, the Commission is a nonpartisan public body responsible for policy direction and oversight of the merit system for the selection, promotion and retention of civil service employees in Sacramento County service. The Civil Service Commission is composed of five members appointed by the Board of Supervisors for five-year terms. Clerk of the Board of Supervisors - (916) 874-5411 The Clerk of the Board provides clerical and administrative services to the Board of Supervisors, the Assessment Appeals Board, the Planning Commissions, and other boards and commissions. The Clerk of the Board maintains the official record of the Board of Supervisors' legislative actions and receives, certifies, and preserves all documents as specified by the Sacramento County Charter and state and local statutes. Communications and Information Technology - (916) 874-7752 The Office of Communication and Information Technology is responsible for providing central information technology, telecommunications and voice and data services to County departments, agencies and regional partners in the Sacramento area. Communications and Media Office - (916) 874-2691 The Communication and Media Office provides information to constituents and media regarding issues concerning the County of Sacramento. Cooperative Extension - (916) 875-6913 Cooperative Extension is a County-based educational and research branch of the University of California's Division of Agriculture and Natural Resources that provides research and education for agriculture, nutrition, family and consumer sciences, youth development, 4-H Programs, urban/environmental, horticulture and community development programs. Conflict Criminal Defenders - (916) 874-6535 The Sacramento County Conflict Criminal Defenders is Court-appointed and provides legal representation to criminal defendants who are financially unable to retain counsel. The Court appoints CCD where the Public Defender cannot provide representation because of conflicts of interest or insufficient staff. Coroner - (916) 874-9320 The Coroner investigates all deaths within Sacramento County. This includes death scene review, body identification, forensic science examinations and testing and preparation and authorization of the issuance of death certificates. Correctional Health Services - (916) 875-6091 This unit is part of the Sheriff’s Department. The pharmacy provides the jails with prescription services, pharmaceutical supplies and personnel support. County Clerk-Recorder - (916) 874-6334 The Clerk-Recorder serves as the custodian of public records and records real property documents for Sacramento County. They are also responsible for issuing and registering marriage licenses, maintaining vital statistics, and other public documents. County Counsel - (916) 874-5544 The County Counsel acts as general legal counsel to the County, its officers and related constituent local governmental entities. The Counsel prosecutes major caseloads of administration of general government, conservatorships and probate, labor relations, grievance arbitration and related litigation, personnel discipline, zoning and other code enforcement. County Engineering and Administration - (916) 874-6581 This department oversees Architectural Services, Construction Management, Consolidated Utility Billing Services (CUBS) and Building Inspection and works with contractors, developers and homeowners to ensure safe and reliable construction projects. County Executive - (916) 874-5833 The County Executive is responsible to the Board of Supervisors for planning, organizing, directing, controlling, and coordinating County activities. This includes serving in an advisory capacity to the Board of Supervisors with respect to the functions of officials and boards not under the direct jurisdiction or control of the County Executive. The functions and activities of the County Executive are mandated by the County Charter. The County Executive Cabinet is responsible to the County Executive for: financial oversight; monitoring and reporting of major systems indicators; coordinating policy development and implementation; analysis of proposed legislation and State/Federal initiatives; development of agency-related legislative platforms; analysis of agency-related departmental budgets; and coordination with elected officials. Countywide Services Agency - (916) 874-5886 The Countywide Services Agency coordinates a variety of departments and divisions who provide services to Sacramento County ’s incorporated and unincorporated areas. These departments include Environmental Management, Health and Human Services, Human Assistance, Conflict Criminal Defenders, Cooperative Extension, Coroner, Probation, Public Defender, Child Support Services, Agricultural Commissioner/Weights and Measures, Voter Registration, IHSS Public Authority, and First 5 Commission
District Attorney - (916) 874-6218 The District Attorney is an elected official who is responsible for and oversees the prosecution of cases brought to the office by over 40 federal, state and local agencies. Through local partnerships, the District Attorney's office leads and participates in several community-based initiatives affecting public safety.
Economic Development - (916) 874-5220 This Department is responsible for general countywide economic development; project management for all activities related to the marketing and overall development of Mather Field and oversees the Business Environmental Resource Center (BERC). Emergency Operations Unit - (916) 874-4670 The Sacramento County Emergency Operations Unit develops and maintains Sacramento County’s Multi-Hazard Emergency Operations Plan and coordinates the plan with the County’s emergency response organization and other local, state and federal agencies. This office is responsible for Operational Area coordination, the County’s Emergency Operations Center (EOC), supplying a semi-annual update of the Emergency Communications Manual to the emergency response organization, preparing and coordinating disaster specific plans and procedures, training personnel who respond to the EOC during emergencies, exercising the emergency response organization and the EOC to ensure readiness for disasters, and providing disaster preparedness information and presentations to the public. Environmental Management - (916) 875-8484 The Department provides mandated regulatory services (enforcement of state law and local ordinance), including but not limited to inspection of businesses that sell (or give away) food at the retail level (including restaurants, grocery stores, mini-markets, food vehicles, etc) as well as businesses that generate and or store hazardous materials/hazardous wastes or have underground storage tanks. Land use issues include; toxic site investigations and clean up, well, private water system and septic tank system inspection. Environmental Review & Assessment - (916) 874-7914 This Department implements the provisions of the California Environmental Quality Act (CEQA) and prepares, assists, reviews and processes environmental documents. It reviews all projects initiated by the private sector that require public agency approval.
Facility Planning, Architecture and Real Estate - (916) 876-6300 The Department of Facility Planning, Architecture, and Real Estate (FPARE) is comprised of Facility Planning & Management, Architectural Services, and Real Estate. Facility Planning and Management serves as the central point for requesting alterations or improvements to County-owned facilities, for major improvements to County-leased facilities and for facility acquisition. Architectural Services provides quality architectural and engineering services for the design and construction of County-owned facilities. The Real Estate Division provides professional, timely and cost-effective real estate services including lease negotiations, property acquisition, right of way easements and property management to all departments of the County of Sacramento and other special County districts. Finance - (916) 874-6744 This Department is comprised of the Auditor-Controller, Clerk-Recorder, Investments, Tax Collections and licensing, and Treasury. The Department manages the County's treasury, provides for the collection and investment of funds, fiscal services and independently reports valid financial information to the general public, County departments and other government entities. First 5 Sacramento Commission - (916) 876-5865 Formerly Children and Families Commission, The First 5 Sacramento Commission is committed to supporting the healthy development of children prenatal to age five, the empowerment of families and the strengthening of communities.
General Services - (916) 875-5000 The Department of General Services provides facilities and fleet maintenance services for the county as well as central purchasing and contracting, printing, scanning, mail, surplus property and warehousing. Facility Services includes maintenance of county-owned facilities and equipment, custodial and security services. Fleet Services manages the acquisition and maintenance for more the 4000 light and heavy vehicles and equipment, as well as the County parking enterprise. Business and Administrative services includes purchasing and contracts management, safety, countywide allocated cost budgets and accounting, and Support Services that incorporates printing and scanning services, mail messenger service, as well as surplus property and warehousing.
Health and Human Services - (916) 875-6091 This Department delivers health, social and mental health services to the Sacramento community. These services are provided through Public Health Promotion and Education, Alcohol and Drug Services, Child Protective Services, Mental Health Services, Primary Health Services, and Senior and Adult Services. Human Assistance - (916) 874-2072 Human Assistance provides basic services and care to the most needy in the community. This Department administers social service programs for elderly, adults, children, and the homeless to gain independence, education and health services as well as working to curtail the cycle of poverty through education and job training.
In-Home Supportive Service (IHSS) Public Authority - (916) 874-2888 The County of Sacramento Board of Supervisors established the In-Home Supportive Services (IHSS) Public Authority as part of a continuum to help elderly and/or disabled adults and disabled children ("consumers") remain in their own homes with the support of in-home care (from "caregivers"). As the employer of record for IHSS caregivers, the Public Authority negotiates wages and benefits for IHSS caregivers, provides registry services to assist IHSS consumers in finding caregivers, and provides access to training for IHSS consumers and caregivers. Internal Services Agency - (916) 874-5886 The Sacramento County Internal Services Agency encompasses a variety of departments and divisions that focus on the services needed for the daily operation of County business. These include services such as Budget and Debt Management, Finance, General Services, Revenue Recovery, Personnel Services and Human Resources. Investments - (916) 874-6744 This County division within the Department of Finance manages the Sacramento County Pooled Investment Fund, maintains the Community Reinvestment Program, invests and manages proceeds of municipal debt for our customers and assists in the evaluation of deferred compensation investment options.
Labor Relations - (916) 874-7095 The Office of Labor Relations administers the Sacramento County Labor Relations Program. It resolves disputes with County unions and negotiates and administers nineteen collective bargaining agreements, hears employee grievances and processes disciplinary appeals. The OLR administers employee relations statutes, ordinances, and policies which affect the County’s 14,000 employees. Land Division & Site Improvement Review (LDSIR)
- (916) 874-6873 LDSIR assists property owners and developers who wish to subdivide their property or construct improvements including helping with the codes, subdivision and parcel maps, certificates of compliance, records of survey, and providing a repository of all recorded maps and record improvement plans. Law Library - (916) 874-6013 A public law library serving the bench, bar and citizens of Sacramento County. It is the 6th largest of California's 58 county law libraries with over 65,000 volumes. The library is a practice library, focusing on practical materials for attorneys and lay persons. Legislative Advocate - (916) 874-6509 The mission of the Legislative Advocate's Office is to advocate on behalf of the residents of Sacramento County to promote, preserve, and improve Sacramento County's programs and services. Primary focus is on advocacy before the State Legislature in support or opposition to proposed state legislation which impacts the County, including the need for continued state funding in the Governor's budget. Positions on legislation and the state budget are taken based on review by the affected County department(s) as well as consistency with legislative policies the Board of Supervisors adopts annually. The Office also takes the lead on getting legislation passed and signed into law that County departments recommend and the Board of Supervisors endorses.
Mental Health Services - (916) 875-7070 Mental Health Services promote the optimal physical, intellectual, social, and emotional well-being of children, adolescents, adults, and older adults with serious mental illnesses. Mental Health Services is a division of the Department of Health and Human Services. Mosquito and Vector Control District - (916) 685-1022 The Sacramento-Yolo Mosquito and Vector Control District is your one-stop resource for information and direct assistance in battling mosquitos and other pests. Municipal Services Agency - (916) 874-6581 The Municipal Services Agency coordinates the County departments who provide urban municipal services to the unincorporated area of Sacramento County including Water Quality (CSD-1 & SRCSD), Water Resources, Waste Management and Recycling, Engineering, Environmental Review, Transportation, Animal Care and Regulation, Regional Parks , Neighborhood Services, and Planning and Community Development.
Neighborhood Services - (916) 231-0038 The Department serves as a liaison for neighborhoods and communities in accessing services from the County of Sacramento and fosters development of neighborhood associations throughout the region. The Department maintains a full-service Community Service Center and three field offices for area managers. In partnership with the Department of Planning and Community Development, the Department is a lead facilitator of the County’s four Community Planning Councils. Nuisance and Hazard Reporting - (916) 875-5656 The Community Assistance and Resource Center has customer services representatives available from 7 a.m. to 9 p.m. Monday through Friday to take your reports of nuisances such as abandoned cars, businesses operating without a license, unsafe buildings, and more. Representatives can also assist you with find the right department for a variety of issues.
Personnel Services
- (916) 874-6388 The Personnel Services Department is responsible for providing centralized Personnel/Payroll, Safety/Risk Management, Workers’ Compensation, and Employee Benefits services, and for coordinating Countywide Training, Disability Compliance, and Equal Employment Opportunity programs. Planning & Community Development - (916) 874-6141 This Department administers the County's land use planning programs, including zoning information and review of private development projects and processing to the various hearing bodies, enforcement of the zoning code and abatement of public nuisances such as dangerous buildings, junk vehicles and junk and rubbish. Probation - (916) 875-0300 The Probation Department is responsible for the background investigation of criminal offenders and the preparation of social history reports for the Sacramento County Superior Courts, supervision of adult and juvenile offenders granted probation and operates and maintains the Juvenile Hall and several other juvenile facilities and programs. Public Defender - (916) 874-6411 The Public Defender provides indigent defendants their constitutionally guaranteed right to representation. When in a court of law defends persons accused of felonious crimes, including homicide and death penalty cases; represents clients in developmentally disabled and conservatorship cases; represents juveniles in delinquency cases; defends persons charged with misdemeanor offenses; provides program support in the form of legal research, investigative services, and administration. Public Health - (916) 875-5881 Public Health Promotion and Education promotes the optimum health and well-being of the community through education, health services, and disease control. Public Health is a division of the Department of Health and Human Services.
Regional Parks - (916) 875-6961 Regional Parks was established in 1959. The County has a total of 11,000 park acreage; which includes American River Parkway, Dry Creek Parkway, Mather Regional Park, Elk Grove Regional Park, Effie Yeaw Nature Center and other historic and natural sites. The Department oversees a self-supporting golf program that includes four regional golf facilities. Retirement (SCERS) - (916) 874-9119 This program acts as fiduciaries for the members, retirees, and beneficiaries, taking responsibility for cost effective operations and minimize employer contributions and plan strategically for the future. Revenue Recovery - (916) 875-7500 The Department of Revenue Recovery is responsible for the billing and collection of various debts owed to the Sacramento Courts and multiple departments of the County of Sacramento.
Sacramento Area Sewer District – (916) 876-6000 The Sacramento Area Sewer District is a sewer utility providing collection service to more than one million people in the Sacramento region, including the unincorporated areas of Sacramento County, the cities of Citrus Heights, Rancho Cordova, Elk Grove, as well as portions of the cities of Folsom and Sacramento. The District serves residential, commercial and industrial customers and owns and operates thousands of miles of sewer pipes. Sacramento Local Area Formation Commission (SLAFCO) - (916) 874-6458 Local Area Formation Commissions (LAFCo) are state-mandated quasi-judicial Countywide Commissions whose purview is to oversee boundary changes of cities and special districts, the formation of new agencies, including the incorporation of new cities and districts, and the consolidation or reorganization of special districts and/or cities. Sacramento Regional County Sanitation District – (916) 875-9000 The Sacramento Regional County Sanitation District (SRCSD) owns and operates the regional wastewater conveyance system and the Sacramento Regional Wastewater Treatment Plant (SRWTP), located in Elk Grove, California. SRWTP employs reliable treatment processes that mirror nature's handling of wastewater, with an important advantage: what nature might take months to complete, the treatment plant completes in about eight hours. Sacramento Superior Court - (916) 874-5522 or (916) 874-5476 Upholds the constitution and statues of California with responsibilities to pre-trial, trial, and post-trial proceedings for civil, criminal, probate, family law, adoptions, juvenile dependency and delinquency and mental health proceedings. Senior and Adult Services - (916) 874-9598 Senior and Adult Services assess and intervene to protect the elderly and disabled adults from abuse, neglect, and exploitation while preserving their independence and self-determination. Senior and Adult Services is a division of the Department of Health and Human Services. Sheriff's Department - (916) 874-5115 (non-emergencies) The Sheriff is an elected official and is responsible for preserving the peace, preventing crime, enforcing laws, apprehending and detention of offenders throughout the unincorporated areas of Sacramento County. Surveys - (916) 876-5928 Provides professional surveying services in support of public infrastructure and other Sacramento County projects including acquisition and disposal of real property, horizontal and vertical control, topographic mapping and flood related studies.
Tax Collection - (916) 874-6622 - Secured Taxes, (916) 874-7833 - Unsecured Taxes The Tax Collection Division is part of the Department of Finance. The Division is responsible for the billing and collection of county secured and personal (unsecured) property taxes and provides customer service assistance regarding the property tax collection process. Therapeutic Recreation Services - (916) 381 0255 Therapeutic Recreation Services (TRS) provides award-winning programs and services for children, teens and adults with special needs. Transportation - (916) 874-6291 This Department provides planning, design, construction, and ongoing maintenance for all street improvements located in the unincorporated area of Sacramento County, including lighting, landscaping, and signals. Treasury - (916) 874-6733 The Treasury is part of the Department of Finance. The Treasury Division manages the County’s treasury, provides for the collection and investment of funds, fiscal services and independently reports valid financial information to the general public, County departments and other government entities.
Utility Billing - (916) 875-5555 Provides billing and information on the utilities provided by the County of Sacramento including refuse pick-up, drainage, neighborhood cleanup, water supply and sewer service. Utility payment can be made by credit card over the phone or online, EFT, mail, In-person or via drop boxes.
Voter Registration and Elections - (916) 875-6451 This Department conducts public, state and federal elections in Sacramento County for all cities, special districts and school districts and maintains a database of all registered voters in Sacramento County.
Waste Management and Recycling - (916) 875-5555 This Department is responsible for maintaining a waste management system for residents and businesses in the unincorporated area. This includes garbage and recycling collection services for single-family and duplex homes, operation of Kiefer Landfill and the North Area Recovery Station and staffing for the Sacramento Regional Solid Waste Authority which regulates waste collection services for businesses and apartment complexes. Water Resources - (916) 875-7246 This Sacramento County Department of Water Resources provides services within the unincorporated areas of Sacramento County, including the cities of Citrus Heights, Elk Grove and Rancho Cordova. SCDWR offers drainage and water supply maintenance, rain and creek level information, regulation and permits, flood insurance program and stormwater management.
