Attendees will also be able to review the proposed Housing Incentive Program (HIP), a new key program identified in the County’s draft Housing Element. This program will allow residential developers to augment their projects with up to15 percent additional units in the RD-20 zone and up to 10 percent additional units in the RD-25, RD-30 and RD-40 zones, if they provide at least 10 percent of the total units for special needs groups. Planning and Environmental Review staff will take comments from attendees for both projects and report them at the final Planning Commission and Board of Supervisor hearings before adoption of the draft Housing Element.
